Yes, the spawning logic has some similarities to the sub algorithm. After every interval (currently every 37 mins) a "die roll" is made with a certain change of getting an invasion. The spawning logic is the same for all players and the amount of victory points does not matter here. What matters is the state of your map, i.e., the amount of PvP and NPC bases there. The less PvP or NPC bases you have, the greater the change of getting an invasion. So clearing the map should help getting more opponents. Of course it is always possible of simply being unlucky any given day, but in the long run these random fluctuations should even themselves out.
